From DARPA ERI to NSF POSE Phase II: The Evolution of OpenROAD
Origins: DARPA Electronics Resurgence Initiative
OpenROAD began as part of the U.S. DARPA Electronics Resurgence Initiative (ERI), a major research effort launched in 2017 to tackle persistent challenges to Moore’s Law by encouraging radically new approaches to electronics design and automation. ERI invested in foundational research to lower the cost, complexity, and time required for designing advanced semiconductor systems
UC San Diego and Early Research
The original ERI award for OpenROAD was made to the University of California, San Diego, with Andrew B. Kahng as Principal Investigator. Under this support, the team explored whether a fully autonomous RTL-to-GDSII digital design flow could be achieved using open-source tools — a vision that promised to democratize chip design by reducing dependency on costly proprietary software.
OpenROAD was publicly introduced at the inaugural ERI Summit in 2018, where it was showcased to a broad audience of academic, industry, and government stakeholders as a bold research prototype for next-generation electronic design automation.
From Research Prototype to Community Platform
During the DARPA ERI phase, from July 2018- Dec 2023, OpenROAD achieved key milestones:
- A demonstration of a complete autonomous design, No-Human-In-Loop (NHIL) flow that enabled hardware engineers to innovate without the barriers of costs, licenses and EDA tool complexity
- A modular, open-source architecture that is flexible, extensible and supports integration to other tools
- Early adoption in academic research, teaching, and exploratory use by industry
- Traction in chip design education and workforce development for the semiconductor industry
This phase was focused squarely on technical risk and feasibility; longer-term ecosystem sustainability and governance were outside the scope of the ERI research mission.
NSF POSE Phase II Award (Award ID 2449356)
To steward OpenROAD’s transition from a research prototype into a sustainable, community-governed open-source ecosystem, the project was selected for funding under the National Science Foundation’s Pathways to Enable Open-Source Ecosystems (POSE) Phase II program.
Under NSF Award 2449356, titled “Growing a Collaborative Ecosystem for Open-Source Chip Design Using OpenROAD”, the OpenROAD Initiative — led by UC San Diego with collaborators at Arizona State University, Brown University, and industry partner Precision Innovations Inc — is building the organizational, technical, and community foundations for a long-lived open-source chip design ecosystem.
This award funds activities to:
- Establish governance and community infrastructure for OpenROAD;
- Support integration of EDA tools and scalable software distribution;
- Promote onboarding and training for developers and users;
- Advance open-source workflows across chip design domains;
- Strengthen education and workforce pathways tied to open-source hardware.
The project runs from August 1, 2025 to July 31, 2027 and represents a key milestone in OpenROAD’s evolution from DARPA-funded research toward durable, broad-impact open infrastructure.
The OpenROAD Initiative and Long-Term Vision
With support from NSF POSE Phase II, the OpenROAD Initiative is developing the structures and strategies needed for OpenROAD to thrive as an open-source ecosystem — including transparent governance, diversified participation, long-term sustainability, and a vibrant community of contributors and users.
Today, OpenROAD is maintained under the stewardship of the OpenROAD Initiative, an independent 501(c)(3) non-profit organization.
While UCSD remains a vital partner and active contributor to the research roadmap, the Foundation ensures that the project is:
- Self-Governing: Guided by a diverse Board of Directors and Technical Steering Committee, rather than a single institution.
- Vendor-Neutral: Providing a level playing field for all commercial partners and contributors.
- Built to Last: Structured to ensure the software remains maintained and free for the public good, regardless of academic funding cycles.
This transition honors the original investment under DARPA ERI and ensures that OpenROAD continues to serve as a widely accessible platform for chip design research, education, and innovation.
